4R represents the critical “Rs” that underpin any successful defense or intelligence acquisition program or project. Focusing on the following 4R key principles is a simple, powerful, and keep-it-simple approach for delivering on commitments and mission success. This 4R focus covers the joint military, civilian, and contractor workforce in a government program office as well as the ‘citizen soldiers’ in industry:
Requirements. Clearly defined performance-based capability requirements.
Defining clear performance-based requirements upfront that describe the customer’s desired capabilities is the critical first step to form a successful program. Clear, codified requirements early in a program enables the accurate strategic planning of cost, schedule, performance, and risk needs. A solid requirement baseline will answer the most basic questions, like what capabilities are needed, by who, when, where, and why.
Resources. Defense and intel systems are big business that drive big budgets.
End-to-end, integrative cost estimates based on program the Requirements drive the necessary budget resources to arrange the necessary technology, industry partners, contracts, and people.
Right People. Diverse teams with the right skills, teamwork, and leadership.
The Right people are critical to execute exceedingly complex, challenging defense and intelligence programs. Diversity, inclusivity, and robustness are key, and program success relies on a wide span of expertise – every teammate from the program manager, the leadership team, the engineers, and all the way to the hands-on high-tech manufacturers.
Relationships. Open, human, deliberate stakeholder management and teaming.
When managed openly and deliberately, relationships can provide the connective tissue between the various organizations and stakeholders involved with a program’s Requirements, Resources, and people.
